The State of Texas Public Opinion Report: Policy Public School Performance, Education Savings Accounts, and Dyslexia Funding

The Barbara -Jordan Research and Survey Center at Texas Southern University conducted a representative survey of Texas registered voters to better understand their opinions of legislation being considered by the Texas Legislature in its 89th legislative session this spring. The survey was fielded between February 6 and February 16, 2025 by contacting registered voters via SMS messages through which the respondents were directed to an online survey platform with the option to complete the survey in English or in Spanish. A representative population of 850 registered voters was supplemented with a representative oversample of Black registered, for a total survey population of 1,200 (margin of error of+/- 2.83%) and a total Black population of 458 (margin of error of+/- 4.58%), with the latter allowing for a much more detailed analysis of the opinions of Black Texans than is possible in a standard representative survey. In the analysis focused on all Texans, the cases of Black Texans are weighted so that their impact on the study population is proportionate to their share of the state's population of registered voters.

This report provides information on the job Texans believe their local K-12 public schools are doing preparing students for college and the workforce, as well as in keeping them safe at school. This report also analyzes Texans' support for different forms of Education Savings Account (ESA) legislation and evaluates the persuasiveness of different arguments for and against ESAs. Finally, this report measures Texans' familiarity with Dyslexia and their support for the Texas Legislature increasing funding to pay for expanded dyslexia screening and instruction in Texas public schools.
